The Board of the Corporation for Public Broadcasting recognizes the extraordinary contributions of Bruce M. Ramer.
As the longest-serving member of the CPB Board, and its longest-serving Board Chair, Bruce led CPB through some of its most challenging years. He chaired the Executive Compensation, and Audit and Finance Committees, served on CPB’s Corporate Governance and Broadcast Spectrum Committees, and had a pivotal role in establishing the American Archive of Public Broadcasting. He has been a strong advocate of the importance of editorial integrity and transparency in journalistic content and operations.
Bruce’s dedication to CPB’s mission, his stewardship and care in addressing the many matters that come before CPB, his service on the Board’s various committees, and his collegiality and wit, have made it a pleasure as well as a privilege to have had him serve on this Board.
We mark the end of his service on the Board of Directors with deep respect, admiration, and gratitude.

The Board of the Corporation for Public Broadcasting recognizes the extraordinary contributions Patrick Butler has made to public media.
Mr. Butler has served with distinction as President and CEO of the Association of Public Television Stations (APTS) for 13 years, during which public television stations have secured record levels of federal and state funding and substantially enhanced their local services in education, public safety, and civic leadership.
Pat has been a tireless advocate for public television, working diligently to obtain increased funding, foster partnerships, and promote the value of public broadcasting to diverse audiences. His commitment to excellence, integrity, and innovation has inspired colleagues, stakeholders, and the broader public media community, leaving a lasting legacy that will benefit future generations.
We mark the end of his distinguished service to APTS with respect, admiration, and gratitude and wish him well on his retirement.

We will long remember with gratitude John Lansing, the former president and CEO of NPR, whose contributions to public radio were immense, and whose leadership during challenging times left a lasting impact.
As a former executive with the Scripps Network and the Broadcast Board of Governors, John took the reins at NPR in 2019 and led the organization through a tumultuous period, which included a global pandemic, a volatile political climate, and a rapidly changing news environment. His steady leadership kept NPR’s reporting on the air during the early days of the pandemic and the Russian invasion of Ukraine.
John was mission driven and was proud of public media and NPR’s service to the American people. His commitment to journalistic excellence will continue to inspire generations to come.
The CPB Board of Directors marks John Lansing’s leadership, vision, and extraordinary service to public media and the American public with deep respect and appreciation and offers our heartfelt condolences to his family and friends.

That the Board of Directors hereby approves the attached FY 2025 Operating Budget for the Corporation for Public Broadcasting.
RESOLVED,
The President and Chief Executive Officer may, from time to time, make reallocations in the line items of the budget not to exceed ten (10) percent of any line item, provided that such changes are consistent with statutory allocations contained in the Public Broadcasting Act and further provided that the Board is informed sufficiently in advance of such reallocations through reports from the Chief Financial Officer and Treasurer to enable comments or questions if any.
RESOLVED,
Consistent with the authority delegated above, in the event of federal budget action that affects CPB’s FY 2025 appropriation, the President and Chief Executive Officer may adjust the overall budget to comply with such action.

WHEREAS,
CPB management has developed a request for the Office of Management and Budget (OMB) for an advance appropriation in support of the public broadcasting system for FY 2028 and the public broadcasting interconnection system and other infrastructure for FY 2026; and
WHEREAS,
CPB management has briefed the Board of Directors on a legislative request to shift interconnection operational costs from CPB’s System Support “6%” fund because the separate interconnection and infrastructure appropriation now funds both capital and operating costs of the television and radio interconnection systems; and
WHEREAS,
The Board of Directors has been briefed on CPB’s proposed monetary and legislative requests, and CPB management has consulted with public broadcasting system members to ensure a broad spectrum of system needs for providing service was considered; and
WHEREAS,
CPB seeks to comply with the confidentiality of the OMB annual budget process by not releasing its budget request figures publicly until the President has delivered his budget request to Congress.
NOW, THEREFORE, BE IT RESOLVED,
The Board of Directors authorizes CPB management to submit CPB’s general budget request for FY 2028, an interconnection system and infrastructure budget request for FY 2026, and a legislative request to OMB.

We will long remember with gratitude Jac Venza, for making entertainment and culture part of public media’s mission and described in the New York Times as “probably the person most responsible for the performing arts being on American television.”
Mr. Venza was part of a core group of television producers who helped create National Educational Television, the precursor to PBS.
At NET, then WNET, Mr. Venza brought artistic and cultural programs to public television, including “NET Playhouse,” “Theater in America,” “Live From Lincoln Center,” “New York Playhouse” and “Great Performances.” He also imported popular BBC productions like “Brideshead Revisited.” Talented performers such as Dustin Hoffman and Meryl Steep made their first significant television performances in Mr. Venza’s productions.
Mr. Venza won 10 Primetime Emmys, and the programs he produced for WNET received a total of 57 Emmy nominations. Mr. Venza’s many awards include an International Emmy and a Governor’s Award, both for lifetime achievement, and the CPB Ralph Lowell Award.

We will long remember public radio researcher Joanne Church, who dedicated her professional life to strengthening public radio through research and the strategic use of audience metric that demonstrated the value and impact of public radio to sponsors, donors, supporters, and listeners.
Joanne and her husband Tom founded the Radio Research Consortium in Olney Maryland in 1981, with the goal of introducing audience research to public radio.
They educated public radio managers and programmers about audience metrics, helping public radio to better meet the needs of their audiences.
Joanne became president of RRC in 2005 and was a driving force in ensuring public radio had access to Arbitron and Nielsen ratings.
In 2009, Joanne received the Public Radio Regional Organization’s PRRO Award.

We will long remember with gratitude public media pioneer and journalistic icon Robert “Robin” MacNeil. Robin was the founding anchor of PBS’ daily evening news program, “The Robert MacNeil Report,” which set the standard for trusted, in-depth, objective journalism that set public media apart and was the forerunner to today’s ‘PBS NewsHour,’ a program that continues to exemplify journalistic excellence.
In his long and distinguished career, Robin covered the assassination of President John F. Kennedy in 1963 for NBC News; moderated PBS’ ‘Washington Week in Review’ from 1971-1974; won an Emmy Award for his coverage of the 1973 Watergate hearings on PBS; and teamed up with Jim Lehrer to start ‘The Robert MacNeil Report’ in 1975. After serving 20 years on the program, renamed ‘The MacNeil/Lehrer Report’ and then expanded to the 60-minute ‘MacNeil/Lehrer NewsHour,’ he retired from anchoring in 1995. He later contributed to PBS coverage of the September 11, 2001, attacks for PBS and hosted a PBS miniseries ‘America at a Crossroads’ in 2007.
Together with Jim Lehrer, Robin MacNeil was the recipient of many journalism and broadcasting awards, including CPB’s Ralph Lowell Medal.

We will long remember with gratitude David H. Pryor, a true statesman and public servant whose principled, effective leadership as a member of the CPB board strengthened our stewardship and governance on behalf of public media.
David Pryor served on the CPB Board from 2006-2014, including as its vice chair and as chair of its Corporate Governance Committee.
On the CPB board, just as he was in elective office, Senator Pryor was the voice of reason and wisdom. He fostered bipartisanship and civility as we addressed economic and political challenges impacting public media. His intellectual curiosity inspired his fellow board members and management alike and left a lasting mark on public media.
He helped establish the American Archive of Public Broadcasting, the outcome of a CPB initiative to salvage significant history recorded by public television stations that was being lost at an alarming rate as aging film and videotapes deteriorated in storage rooms across the country. Today, the Library of Congress and GBH (Boston) are the permanent stewards of the American Archive of Public Broadcasting.
In recognition for his numerous contributions to public media, David Pryor received CPB’s Lifetime Achievement Award in 2019.
The CPB Board of Directors marks Senator Pryor’s leadership, vision, and extraordinary service to public media and the American public with deep respect and appreciation. We offer our heartfelt condolences to his family, including his wife, Barbara, and their sons, former Senator Mark Pryor, David Jr., and Scott, and his many friends.

We will long remember with gratitude Ronald C. Bornstein. a visionary leader whose influence on public media was both broad and deep.
Mr. Bornstein’s many public media roles included serving as production manager of the University of Michigan Television Center, assisting in the development of Hawaii Public Television, serving as general manager of WHA Radio and Television and Director of Telecommunications for the University of Wisconsin-Extension. He also served at CPB as vice president for Telecommunications, overseeing both television and radio.
Mr. Bornstein organized a merger of NPR and the Association of Public Radio Stations in 1977, expanding NPR’s reach to more audiences, increasing access to rural areas, and adding services to member stations. In 1983, he was appointed Acting CEO of NPR to save NPR from insolvency when it was in financial crisis and broker a solution. He went on to serve as a founding partner of NETA Consulting and served on the boards and executive committees of APTS, PBS and NPR.

We will long remember with gratitude Joyce Slocum as an inspiring leader in public radio at both the local and national levels. She understood the promise and power of public media and the mission of journalism in the public interest.
Joyce Slocum was an attorney who began her public media career at NPR, where she served a variety of key leadership roles, including chief administrative officer, general counsel and chief ethics officer. She became interim CEO in 2011, bringing stability to the organization at a tumultuous time.
In 2014, she returned to her beloved Texas to become president and CEO of Texas Public Radio, leading the organization as it grew to a nationally recognized powerhouse, producing meaningful, award-winning news, arts programming, and public events. She led a capital campaign and the completion of a new headquarters in downtown San Antonio, led the growth of local journalism and the expansion of podcasts and Spanish-language news at the station.

J. Westwood Smithers, Jr.

The Board of the Corporation for Public Broadcasting recognizes the extraordinary contributions of West Smithers.
Mr. Smithers joined CPB at a time when CPB and the public media system faced increasingly complex issues.
Mr. Smithers facilitated a complete review of CPB’s governance guidelines and clarified the roles and responsibilities for board and committee members to ensure compliance with CPB’s bylaws, committee charters and policies. He also served as CPB’s legal liaison to the White House and to the Office of Government Ethics in clearing candidates for potential nomination to serve on the CPB Board.
CPB benefitted from his extensive legal and public media experience as it addressed major business transactions and policy matters ranging from the FCC spectrum auction to CPB Community Service Grant requirements.
He strengthened the integrity of operations within CPB through a comprehensive review and reform of CPB's contracting and grantmaking practices. He also offered counsel to both the Board and staff on ethical conduct, conflicts of interest and corporate governance best practices and ensuring compliance with federal and D.C. laws.
He worked collegially with the CPB Board, officers and staff to defend CPB and public media’s legal interests.
We mark the end of his distinguished service to CPB with respect, admiration, and gratitude and wish him well on his retirement.

The Board of the Corporation for Public Broadcasting recognizes the extraordinary contributions of William Tayman.
Mr. Tayman joined CPB at a time of repair and renewal, and contributed to a complete review of CPB’s governance guidelines and financial management practices. His commitment to CPB’s stewardship, governance, and financial best practices helped make CPB a more effective organization in ways that accrued to CPB’s mission, the Board’s Goals and Objectives, the public media system and the public.
Throughout his tenure at CPB, Mr. Tayman applied his expertise to maximizing CPB’s limited resources, improving investments, strengthening financial management, and ensuring clean audits.
Mr. Tayman developed policies and procedures, created CPB’s objective-based performance management system, strengthened CPB’s IT infrastructure, and promoted continuous improvement in administration functions.
Mr. Tayman’s work ethic, integrity, dedication and the leadership qualities he has demonstrated daily on behalf of CPB helped the organization through sequestration budget reductions, office renovations, and the upheaval of a pandemic.
We mark the end of his distinguished service to CPB with respect, admiration, and gratitude and wish him well on his retirement.
