Request for Proposals

The Corporation for Public Broadcasting is inviting proposals to increase public media station services to rural communities through innovative, community-informed content strategies that identify and address vital news and information gaps.

Locally owned and operated public media stations have a record of delivering fact-based, relevant journalism that is trusted by the American public. Many public media stations are now the only locally based media outlets in rural communities, where local newspapers have largely disappeared, and residents struggle to find information they need to make decisions affecting the quality of their lives. Through this Initiative, CPB will support public media stations and entities to grow and sustain content services that address news and information gaps in rural communities, prioritizing those that have the greatest potential to be sustainable beyond the grant term.

The goals of this RFP are to:
A. Strengthen the capacity of public media station newsrooms to serve rural audiences through the growth of local relationships and the production of audience-informed content;
B. Increase the number of public media journalists providing Rural News and Information Services;
C. Measure the reach, utility, and impact of the Rural News and Information Services;
D. Pilot new business models to sustain the increased editorial capacity; and,
E. Document successes and lessons learned from these efforts, to be shared across the public media system.

Eligible applicants include:
• Public media stations receiving Community Service Grants, in good standing;
• Collaborations of CSG recipients in good standing, with a single leading station.

Application Procedure and General Questions:

Questions
All questions concerning the RFP must be submitted in writing to ruralrfp@cpb.org by Wednesday, March 5, 2025 with “Rural Information Gaps RFP” in the subject line. The questions and CPB’s responses will be posted on CPB’s Website without attribution.

Grants Management System Access
Please submit the technical and budget proposals through CPB’s digital grants management system. To gain access, please send an email request to ruralrfp@cpb.org no later than Wednesday, April 9, 2025. Access will then be given to the electronic grants management system.

Required Formats
Technical Proposals and Budget Narratives must be in Microsoft Word or PDF. Budget Proposals must be Excel worksheets with calculations. Other formats will not be accepted.

Proposal Due Date
Proposals are due no later than 5:00pm ET on Wednesday, April 16, 2025 through CPB’s grants management system. CPB will not consider proposals submitted after the due date.

CPB may request Applicants with the top scores to virtually present their proposals to CPB. If so, CPB will notify each of the time and date.

How much can we request in funding? What is the ask range?

The amount of each grant request will vary depending on the goals and scope of the project. The number of partners may also factor into the amount. After review, CPB may elect to not fund the entire grant request amount of a proposal.

How much funding is available for this RFP?

CPB funding will vary depending on the goals and scope of the selected proposals.

Is there guidance on the reasonableness of costs in proposal budgets?

The reasonableness of the proposed budget is included in the evaluation criteria.

Can we use funding to support the full salary of a reporter who would cover both rural and urban issues or should we ask for funding to partially fund the salary commensurate with the amount of time devoted to reporting on rural issues?

The RFP seeks to close news and information gaps in rural communities. We anticipate funding project expenses that align with the RFP.

With the recent developments in federal funding cuts, will this RFP remain active or is there the potential it may be paused or cancelled?

While CPB always reserves the right to pause or cancel any RFP, at present CPB has no indication that its appropriation relevant to this RFP will be affected

Are all non-profit news organizations eligible for this project?

No, applications will only be accepted from public media stations that qualify for Community Service Grants from CPB or other organizations that qualify as public telecommunications entities.

Are public media stations that have other active CPB grants, other than Community Service Grants eligible for this funding opportunity?

If a station applies for this funding as a regional newsroom would that prohibit individual stations from submitting a proposal for a project in their own community?

Any CSG-qualified stations may apply.

Is CPB looking for a standard definition of “rural” among proposals?

Applicants should define rurality in the Case Statement, which should include the needs and the opportunities for the Rural News and Information Services.

How is CPB defining “audience-informed content”?

Please refer to Section III. C Editorial Plan in the RFP.

Within the project narrative, can links be provided to slides for content that does not lend itself to text?

Yes

Does the grant work need to be new, or could the grant support a currently active pilot phase of a project or the salary of a person already doing the work?

Proposals will be selected based on the evaluation criteria. As stated in the RFP, CPB will not fund existing positions unless the position dedicates more than 50% of its time to Rural News and Information Services.

Could the grant work serve a subset of rural communities within our state (e.g. rural Indigenous peoples), or must it serve all rural communities within our state?
