Position Overview: Iowa PBS is seeking a skilled and innovative Programming and Operations Manager. This pivotal role involves managing program schedule creation, programming operations, program acquisitions, and media asset distribution. As Programming and Operations Manager, you will ensure our program schedules reflect Iowa's unique events, culture, history, and traditions while meeting the interests and needs of Iowans.
 
Key Responsibilities:

  • Collaborate with the Director of Content and programming consultants to create effective public television program schedules for Iowa PBS’s three broadcast channels and online services.
  • Evaluate programs from PBS, public television syndication services, program distributors, and independent producers for suitability, compliance with broadcast programming principles, FCC regulations, and other relevant guidelines.
  • Maintain program inventory and manage broadcast program rights.
  • Work with the Director of Content and senior producers to assess local programming needs and approve local programs for inclusion in Iowa PBS’s schedules.
  • Serve as an internal communications point of contact for various departmental needs related to operations and programming schedules.
  • Collaborate with Engineering Department to ensure ongoing operation and functionality of Master Control.
  • Shape the direction of pledge drives by evaluating, purchasing, and scheduling pledge programming.
  • Assist the Iowa PBS Foundation in data entry and troubleshooting related to ProTrack broadcast management software.
  • Recommend local programs for national distribution to PBS and other television program distributors, coordinating with the Director of Content to secure and execute distribution agreements, deliver program masters, and create informational and public relations campaigns to promote Iowa PBS programs nationwide.
  • Manage operations staff, contracts, budget, and records in compliance with FCC regulations, and oversee Iowa PBS’s digital archiving project.
  • Oversee development and expansion of Iowa PBS digital archives.

Preferred Qualifications:

  • Proficiency in broadcast program scheduling, programming operations, and program production.
  • Extensive knowledge of FCC regulations as they apply to broadcast television programming, including political broadcasting, obscenity and indecency regulations, and public television programming underwriting guidelines.
  • Understanding of successful programming and fundraising strategies, program production styles and formats, and editorial and journalistic standards.
  • Thorough background and understanding of ProTrack or similar broadcast management software.
  • Experience in evaluating and acquiring programs from various sources, including PBS, public television syndication services, program distributors, and independent producers.
  • Strong ability to manage program inventory and rights use for broadcast programs.
  • Proven track record in shaping and directing pledge drives, including program evaluation, purchasing, scheduling, and relationship management with producers, talent, and distributors.
  • Capability to manage operations staff, contracts, budgets, and records in compliance with regulatory requirements.
  • Experience in digital archiving and media asset management.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
 

1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.


2) Eight years of full-time work experience in program administration, development, management, or operations.


3) All of the following (a and b):

a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

 

4) All of the following (a, b, and c):

a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

 

5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
