Donna Joe is Executive Vice President and General Counsel. Serving as the General Counsel, Ms. Joe is responsible for providing legal advice, guidance, and support to the organization on a wide range of legal matters, including assisting with the development of corporate policies and guidelines. Ms. Joe also provides litigation oversight and works collaboratively with outside counsel and various regulatory bodies. She works closely with senior management, CPB’s Office of Inspector General and cross-functional departments to manage the corporation’s compliance program, as well as oversee all procurement matters, providing counsel on the preparation and review of competitive solicitations.
Prior to her promotion to Deputy General Counsel, Ms. Joe served as an Assistant General Counsel where she worked closely with CPB’s television, radio and media strategy departments, advising CPB managers and project staff, drafting and negotiating contracts with grantees identified to receive funds from CPB, reviewing and analyzing transactional documents, as well as monitoring the performance of CPB grant agreements to ensure compliance.
Before that, Ms. Joe worked in CPB’s Office of Business Affairs, where as Senior Director she was a key contributor to the design and implementation of CPB’s electronic grants management database. In this role, Ms. Joe led efforts to improve and revise CPB’s contracting and project management operations by designing and implementing policies and business processes that resulted in greater efficiencies in the contract drafting and management lifecycle processes.
Ms. Joe has extensive transactional experience working with large and start-up companies in the IT software, telecommunications, and radio broadcast industries. Prior to joining CPB in 2009, Ms. Joe worked for Urban One (formerly Radio One), GenBand (formerly NextPoint Networks) and Nextel Communications.
Ms. Joe has a Juris Doctor degree from the Georgetown University Law Center, and a Bachelor of Arts degree in Sociology from Princeton University. She is admitted to practice in the District of Columbia and the state of Pennsylvania.
