Director of Engineering and Technology

Position Overview: Iowa PBS is searching for a dynamic and visionary Director of Engineering and Technology. Under the direction of the General Manager, this pivotal leadership role involves overseeing a team of approximately 15 talented staff members and contributing to the strategic planning process of the organization. As the Director of Engineering and Technology, you will ensure the seamless operation of our critical IT, audio, video, and file-based systems, which are essential for content creation, distribution, and transmission.
 
Key Responsibilities:

  • Provide technical management and oversight of systems that deliver Iowa PBS content to statewide audiences.
  • Ensure Iowa PBS adopts new technologies and equipment that assists in content creation and distribution.
  • Evaluate technical needs at Iowa PBS studios in Johnston and remote transmission sites across the state.
  • Collaborate with the Assistant Director of Engineering to maintain and upgrade nine transmitters and eight translators, ensuring efficient 24/7 operation.
  • Plan and execute the transition to ATSC3.0 in coordination with the General Manager, commercial broadcasters, and other partners.
  • Manage engineering contracts and tower leases, ensuring compliance with Iowa Code.
  • Serve as a member of the leadership team, making presentations to the board, legislature, and other stakeholders.
  • Act as a liaison with PBS stations nationwide on engineering-related matters.
  • Coordinate critical IT needs with internal and external stakeholders.

Preferred Qualifications:

  • Proven management skills, including staff supervision, evaluation, and budget management.
  • Thorough experience in technologies ranging from studio/remote camera systems, master control automation, and non-linear editing systems.
  • Ability to communicate a vision and strategy for the technological future of Iowa PBS as well as advocate for next generation needs.
  • Extensive knowledge and experience in public television broadcasting.
  • Familiarity with public television programming and mission.
  • Ability to initiate and guide collaborative efforts between Iowa PBS and content partners.

Minimum Qualification Requirements

 

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

 

2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

 

3) All of the following (a and b):

a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

 

4) All of the following (a, b, and c):

a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

 

5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
