Job Responsibilities

 

JOB PURPOSE:
 The Research and Planning Administrator (known internally as the Director of Performance, Insights, and Analytics) is responsible for providing data and research to support operational and programming decisions across the network (e.g., audience viewing/listening trends, social engagement, educational outcomes, etc.). Primary responsibilities include collaboration with internal and external stakeholders to develop key performance metrics and provide consistent monitoring reports on identified metrics. This position is also responsible for the planning, development, and implementation of an agency dashboard. Other responsibilities will include tracking of contracts for Executive signature, as well as the support for grant applications and programmatic activities as appropriate.
 
JOB DUTIES:
Works with Senior Leadership to continuously identify and assess key performance metrics and associated analytics in alignment with agency-wide and departmental strategic goals. Leverage assessment of needs to plan, develop, implement, and maintain an agency dashboard to support operational and programming decisions. Ensure ongoing enhancements to the dashboard in collaboration with SCETV IT and Communications Departments. Provide training as necessary to internal and external stakeholders on the use of the dashboard (e.g., staff, ETV Commission, ETV Community Advisory Council, etc.). Support promotion of dashboard within the public media and state agency sectors.
 
Lead market research activities designed to analyze, interpret and forecast trends in media consumption and educational strategies. Provide findings to technical and non-technical audiences. Respond to standard and ad hoc requests to support the completion of standard state, local, and federal reporting including the annual accountability report, financial audit, ratings comparisons, state legislative budget request, and any programmatic reporting.
 
Lead the design and execution of qualitative and quantitative studies to support the collection of outcomes around community and audience engagement, educational resources/services, and infrastructure services. Review and approve research designs and methods for data collection, analysis, and presentation. Work with Senior Leadership to support the dissemination of insights and analytics to internal and external stakeholders.
 
Support the execution of programmatic contracts, serving as one of the administrators for the agency’s internal system. Collaborate with department liaisons and the Executive Office to ensure successful routing of contracts for signature. Provide data and analytics on the types of contracts being submitted for review, as well as any trends in partnership and compliance matters.  
 
Performs other duties as assigned.
 

 

Minimum and Additional Requirements

A bachelor's degree and supervisory or managerial experience as a professional planner, researcher or statistician. A master's degree in statistics or a related discipline may be substituted for the required work experience.
 

Preferred Qualifications

Bachelor’s degree and three years relevant experience of analyzing data in a media or educational setting, or an equivalent combination of education, training and experience
