Next Generation Warning System Grant Program - Round 2

In collaboration with the Federal Emergency Management Agency Integrated Public Alert & Warning System (“IPAWS”), CPB will be administering the Next Generation Warning System (“NGWS”) Grant to extend the reach and quality of IPAWS alerts throughout the United States. CPB will issue subgrants to public television and radio stations for the purchase, installation of, and training on equipment that will allow IPAWS alerts to be distributed over public radio and television broadcasts, as well as support projects that result in the adoption of the Common Alerting Protocol standard (“CAP”) which permits a single CAP compatible message to activate multiple compliant warning systems.

The Corporation for Public Broadcasting (CPB) seeks the services of an expert(s) (Expert) knowledgeable in television broadcasting technology, spectrum, business operations and policy to advise CPB on issues relating to market transition considerations for NextGen TV (ATSC 3.0), FCC’s TV spectrum repack, 5G wireless technology, and other NextGen TV and spectrum related issues as it relates to public broadcasting as described in more detail in Section IV of the RFP, Work Scope. In addition, CPB seeks the Expert to provide strategic planning assistance through multiple forms such as authoritative, technical reports and presentations.

Request for Information: Measuring Quality of an ATSC 1.0 Signal in NextGen TV Hosting Arrangements

The Corporation for Public Broadcasting (CPB) seeks to gain an understanding of the methodologies and technologies available to measure audio and video signal quality. This would allow public broadcasting to establish a baseline quality measurement, specifically for public broadcasting stations’ ATSC 1.0 audio and video signals that are hosted by third parties in NextGen TV agreements. Additionally, it would ensure signal quality for public broadcasting viewers across the United States.
