Ready To Learn Community Partnership Planning Applications

The Corporation for Public Broadcasting (CPB), as part of the 2015-20 Ready To Learn initiative (RTL) intends to provide funding for up to 30 public television stations in phase one, from which up to 14 stations will be selected for funding in phase two. In phase one (October 1, 2017 through April 30, 2018), applicants must demonstrate that the station has sufficient staff available to support the project with experience in early learning, station leadership support for this project, and the capacity to develop a community engagement collaborative to support early learning in STEM and literacy. In phase two (October 1, 2018 – September 30, 2020), CPB expects to fund approximately 14 of these stations to implement a two-year Community Collaborative for Early Learning & Media (CC-ELM). The objective of the CC-ELM is to give children ages two to eight from low-income households (the "Target Audience") a stronger foundation in early science and literacy learning by engaging them, their families, and their caregivers with Ready To Learn’s high-quality digital and hands-on educational content.

Business and Media Strategy Consultant

The Corporation for Public Broadcasting (“CPB”), System Development and Media Strategy (MSTRA) is seeking a consultant to provide counsel and assistance on the issues facing the public television system, including the impact of the spectrum auction on system composition and public policy, changes in consumer behavior and content delivery technology, and evolving business strategies in a digital environment.

Digital Infrastructure Assessment

CPB is seeking the services of a consultant to assess the current state of public media’s digital infrastructure, including its capacity, adaptability and flexibility to meet future needs, and to recommend ways of creating more effective and efficient uses of digital platforms, services and tools.

Business Consulting: Public Television Service Options

The Corporation for Public Broadcasting (“CPB”) seeks the services of a consultant(s) (“Consultant”) to advise and assist CPB with identifying potential public television station-centered collaborative opportunities to strengthen public television services.  The Consultant will 1) evaluate public television services in markets (approximately five) where stations, that CPB will identify, are not meeting CPB’s minimum service and eligibility criteria set forth in the television community service grant general provisions (General Provisions). The evaluation will provide alternate methods to provide those services with a priority toward local and regional collaborations and will identify the costs to implement a reconfigured service; 2) identify, with input from CPB, approximately five other vulnerable markets where stations can benefit from strengthening and/or increasing service through collaboration or consolidation; and 3) at CPB’s direction, work with selected stations to implement the reconfigured service.  

Regional Journalism Collaborations

CPB will continue to invest in increasing capacity at public radio and television stations to create high-quality original and enterprise journalism by supporting additional Regional Journalism Collaborations (“RJCs”) that will establish reporting partnerships between multiple station newsrooms in a state or region. 

Consultant for Editorial Leadership Meeting

The Corporation for Public Broadcasting ("CPB") seeks a consultant ("Consultant") to facilitate a first-ever meeting of local/regional editorial leaders ("Editorial Leadership Meeting") to drive the momentum of collaboration to the next level: building a neural network of public media journalism. The Consultant must be a facilitator with significant experience facilitating large groups of 30 or more managerial-level participants with a wide range of differing views.

Regional Journalism Collaborations

CPB seeks to increase the capacity of public radio and television stations to create high-quality original and enterprise journalism by supporting Regional Journalism Collaborations ("RJCs") that will establish reporting partnerships between multiple station newsrooms in a state or region. Each RJC should be driven by a focused editorial strategy that is of common interest to the communities served by the RJCs and that will result in more original and enterprise journalism and more "news of distinction" in identified topic areas ("Editorial Strategy"). The objectives of the RJCs are to leverage public media's network of local stations to provide stronger local news service to the public media audience and to increase the flow of locally-produced content of national interest to the signature national programs. An additional objective of the RJCs is to expand the diversity of public media's journalism workforce and coverage to reflect the racial and ethnic diversity and range of perspectives throughout America.

Diversity in Programming Leadership

The Corporation for Public Broadcasting (CPB) seeks grant applications from organizations to develop and manage the Diversity in Programming Leadership project. This grant will support a program that will develop a new and diverse generation of public broadcasting Executive Producers and Senior Producers.

Collaborative Operations and Services Grant Program

The Collaborative Operations and Services ("COS") grant program is intended to support multistation initiatives to fully develop and implement collaborations, strategic alliances and other forms of partnerships that will increase stations' abilities and capacities to achieve more together than each can accomplish alone. The COS will provide smaller grants to assist stations with facilitation, analysis, and research ("FAR") required for establishing parameters for collaboration efforts, as well as larger grants for the implementation of serious collaborative efforts.

Support for Participation in TV Multi-Station Master Controls

This program will assist eligible public TV stations with grants to pay for equipment or fees that are required to participate in existing multi-station master control projects. CPB will provide grants of up to 50% of total project costs for eligible budget items up to $50,000. Priority for grant support will be given to stations that are likely to encounter difficulty in securing capital equipment funding (based on market size, type of service, location or other circumstance), with the highest priority among these being rural stations. Please also note that priority will be given to grantees that plan to participate in multi-station master control projects that are currently operated by public television stations and organizations.
