Business Consulting: Public Television Service Options

The Corporation for Public Broadcasting (“CPB”) seeks the services of a consultant(s) (“Consultant”) to advise and assist CPB with identifying potential public television station-centered collaborative opportunities to strengthen public television services.  The Consultant will 1) evaluate public television services in markets (approximately five) where stations, that CPB will identify, are not meeting CPB’s minimum service and eligibility criteria set forth in the television community service grant general provisions (General Provisions). The evaluation will provide alternate methods to provide those services with a priority toward local and regional collaborations and will identify the costs to implement a reconfigured service; 2) identify, with input from CPB, approximately five other vulnerable markets where stations can benefit from strengthening and/or increasing service through collaboration or consolidation; and 3) at CPB’s direction, work with selected stations to implement the reconfigured service.

Strategic Advisor, Diversity in Children’s Content Production

The Corporation for Public Broadcasting (CPB) seeks an individual or firm to provide strategic advice and information to CPB to advance its efforts to support diversity in producers of children’s content.  The successful applicant (hereinafter “advisor”) will provide guidance and information to CPB that will inform future grant programs to support diversity in producers of children’s content. The advisor will also provide strategic counsel to help CPB plan a system meeting focused on increasing diversity in children’s public media – specifically encouraging the development and production of content that reflects the diversity of the American public, particularly minorities and underserved audiences.

Future Business Strategies in Public Media

The Corporation for Public Broadcasting (“CPB”) seeks the services of a consultant(s) to identify successful, replicable business operating models from within the public broadcasting system, including those that have integrated digital strategies.  The consultant will use this research to develop blueprints and benchmarks to assist stations in understanding and implementing new, innovative or more integrative strategies that best serve public media operations now and into the future, and assist CPB in developing initiatives to support such efforts.  The consultant will be expected to identify public broadcasting TV stations that employ successful business strategies that tie revenue generation and sustainability to mission-centered activities and content offerings.  Strategies that include collaborative elements or partnerships, especially those that lower costs and/or reduce costly infrastructure, are of particular interest.  It is anticipated that multiple models will be identified.  Some may be defined as overall operational approaches, while other may be unique strategies or business areas that could be integrated into an established public media service.

Managing Consultant for the Station Revenue Project

This grant program seeks a Managing Consultant who will assess the operations at up to ten rural and minority stations to help them raise more revenue to meet the rising non-federal financial support (NFFS) requirement of CPB’s Community Service Grant program. The assessments will include station activities that have a direct impact on fundraising and the fundraising opportunities in their markets.  The assessments will be performed by the Managing Consultant and other subject area experts it engages. The initial 10 participating stations will be selected through a competitive application process. The Managing Consultant will present each station with the results of the assessment. Following the assessments, five stations will be selected out of the ten, and the Consultant will work with each of those five stations to implement their recommendations.

Speechwriter Consultant

The Corporation for Public Broadcasting (“CPB”) is accepting proposals for a Speechwriter consultant.

Contractor will provide speechwriting and other writing services, including research, for the President and Chief Executive Officer (“CEO”) of CPB (“Services”). In performing these Services, the Contractor will engage with CPB staff and conduct independent research building on materials provided by CPB.

System Technology Assessment

CPB seeks the services of a consultant to evaluate local stations’ current capacities to continue to best serve their local audiences through broadcast technology.  This work will involve: surveying stations to determine the state of the current production and broadcast distribution equipment, financial plans to sustain current equipment and invest in future production and broadcast distribution equipment; analyzing collected data and developing a comprehensive report of stations’ equipment and financial capabilities; prioritizing equipment replacement and related station financial needs using factors such as immediacy of the need for replacement (e.g. end of life/failing equipment), station’s ability to finance the replacement, etc.; and identifying resource gaps that may impede future sustainability in an evolving media environment and outlining possible solutions for bridging them.

The results of this work will inform CPB’s decision-making as we work to assist stations, and the system as a whole, keep up with technological changes and develop future operating models.
